The problem could still be something software related, such as a download manager you have installed on both PCs or something like that, but I'd probably lean towards the modem.

If it is a bad modem, and you get another one, I'd highly recommend getting an ethernet modem, and a router to go with it. That way you don't really have to worry about software issues on the server causing internet sharing problems, and it's much easier to configure.

Also, a modem connected by ethernet is much less likely highly unlikely to cause a computer behind it to lock up if something goes wrong, than one that's connected via USB.
